Is a centre for legal research, continuing legal education, and legal information. With its demonstrated expertise, extensive resources in the fields of Palestinian Law and international laws affecting the Occupied Palestinian Territories, the IoL serves as a focal centre for information, scholarly and applied research on rule of law related issues in Palestine.
 
Has extensive international connections, and capitalised on the internalisation of international expertise in several areas including legislative drafting, legal information technology, and continuing legal and judicial education.

Serves as a neutral forum for interaction and debate on legal issues, especially what concerns effecting legal development in the region. Relevant individuals and organizations from all over the world take part in these forums.
 
Challenges jurists, political scientists and educators to think systematically and creatively about the problems of the legal system in Palestine.
 
Conducts applied legal research and publishes the findings in order to promote awareness and encourage constructive dialogue concerning legal reform.
