Manuals in Legislative Drafting:
As part of IoL’s experience in legislative work, it focused on preparing legislative drafting manuals and completed in cooperation with competent official agencies two guiding manuals, namely:
- Legislative Drafting Manual (published in the year 2000)
- Secondary Legislation Drafting Manual (published in the year 2004)
Importance of the manuals:
Any reviewer of the Palestinian contemporary experience in legislative drafting would notice the pitfalls and immaturity of this practice. Legislation lacks any standardized drafting style and the problem is most visible in secondary legislation. Therefore the IoL produced the first Legislative Drafting Manual in the Arab world in order to modernize and unify the legislation, that was followed by the Secondary Legislation Manual which deals with the general rules regarding drafting this type of legislation. In 2010, the Cabinet Secretariat officially adopted and circulated the Legislative Drafting Manual to all PNA bodies.
Manuals’ users
The manuals target both drafters and legislators since they treat the very concept, structure and preparation mechanism of legislation.
Manuals Scope
The manuals focused mainly on the legislative process in terms of preparation, drafting, issuance and publication of legislation. However, some parts thereof concentrated on the constitutional and regulatory framework in Palestine
