implemented in partnership and cooperation between the IoL and Palestinian Anti-Corruption Commission (PACC), High Judicial Council (HJC) and Public Prosecution. The project is designed to support Palestinian anti-corruption actors and provide capacity building to relevant staff. Several staff members of the PACC Legal Affairs IT and Units took part in the training activity.
Advocate Mu’een al Barghouthi, representative of the IoL, stated that this exercise “builds on the series of training courses provided in line with the specialised training initiative targeting legal and IT staff of the PACC.” Advocate Barghouthi highlighted significance of the training in penal cases, particularly corruption crimes. The workshop addressed several themes, including the role of judges in penal evidence as well as onus of proof and its relevance in penal cases. In addition to introducing the concept of cybercrimes, the training explored milestones and types of digital evidence, and legal and judicial applications of digital evidence in penal and civil cases. Case studies and practical applications were also presented in the training session.
The Anti-Corruption Capacity Building Assistance in Palestine Project is implemented over the period from April through late December 2013. Tailored to promote accountability and fight corruption in Palestine, the project is part of a joint programme of the United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP) and EUPOL COPPS.
